best to be flexible on your application form. I’d list a few preferances, as you may not fit into a program in Eastern Europe when the recruiters start looking at the avaliable assignments. On the other hand, in your interview with the recruiter, you sure can say if you’re interested in a particular region or country. They just want to know that you are willing to be placed in a location that best fits your skills, but will work hard (if they’re good) to try to give you an assignment you’d be happy with. For example, I wasn’t too interesed in Africa, but was willing to go anywhere else. I let them know in the interview that africa was my last geographic preference, and things worked out well for me.
